Keliang Zhu came to RDI after spending four years as an Associate Attorney with Beckfield & Wiseman,
LLP in Salem, Oregon. His practice specialties include land use, real estate, contract, and general
business law. After joining RDI in 2004, Keliang has accumulated substantial experience in
conducting rural fieldwork, preparing research and policy memos, drafting laws and regulations, and
designing programs and solutions for land reforms in China and other Eastern Asian countries such as
Cambodia. His legal and policy expertise concerns land tenure, tenure security, and land-related
institutions (e.g., land valuation, resettlement, land expropriation, land registration, and legal
aid). Keliang manages RDI's program work in East Asia and is fluent in both English and Chinese.
Keliang holds a Bachelor in Law (1996) from China Youth College of Political Sciences in Beijing,
China, and a JD (2000) from Willamette University College of Law.
